The question is, is it a car? or is it a 4 person bike with a metal thing around its passengers? Can you call it a car because it looks like a car, but has no other features or characteristics of a car? Why can't you call it a multi-person bike just because it looks like a car?
They have 4 person bikes you can ride that has its passengers sitting in the same orientation.
The real problem is that it takes up significant space on a road for automobiles and disrupts traffic where an accident can happen.
None the less it's still a real cool attempt to test those sort of boundaries.
