Definitely thin wood panels. He'd be saying a lot more than "help me" if those were concrete blocks.
It's interesting that the panels were floating in vertical rails rather than fastened to the fence posts. This must allow for the panels to expand/contract without warping the fence.

As for Aleister Crowley, Anton LaVey, and the like, I'm guessing it's less about the value of the book and more about a potential buyer's embarrassment from having to bring the book up to the counter and pay for it. I worked at a small town library in high school, and we could not keep a copy of The Satanic Bible on the shelf for more than a month without it mysteriously disappearing.

Right after this was posted, I actually read through the whole policy. I didn't even notice the stand alone sentence/paragraph above. I guess it must have seemed completely innocuous.
