The TV license in the UK does not cover the iPlayer. It's only for 'live' broadcasts.
But the BBC still can't open up the iPlayer to the world, because the content producers won't allow it. They can make a lot more money by reselling the programs in many different countries.

It seems that the main point of this campaign to get people not to take matters into their own hands, but call the police when they are suspicious.
This will probably just free up some time for London's policemen so they don't have to deal with all these paranoid members of the public in person.
If they wanted to arrest photographers they would tell you to call 999, not a freephone number.
There's been posters like this in the UK since the IRA conflict in the 1970's.

#1, The maximum sentence for rape is 15 years[1] whereas the maximum sentence for IP crime is 10 years[2].

Here in the UK public street urinals are turning up everywhere.
They get put outside bars in town centres and at carnivals, concerts etc. - the kind of places where if a bloke can't find a toilet they just go.
