Because, unlike roving tribes, civilized people can't and shouldn't move away anytime an idiot crosses their path. Part of being civilized is that we don't just up and go but that we find systems to coexist.
The government, if it has to exist, should ameliorate our failings not amplify them.

Actually what terminology is used depends on where you are from.
In the Levant (Palestine, Jordan, Lebanon, Syria) arghileh or narghileh is the most commonly used word.
In areas influenced by Persian (Iraq, the Arab Gulf states, Egypt) shishah is more common.
The tobacco soaked in glycerin and molasses is 'mo3assel' or honeyed tobacco.
The dry tobacco is tumbak (tobacco). One method of preparation usually take a wad of tobacco, soak it in water then squeeze and layer the head.
In the Levant a lot of the language to describe the water pipe comes from the Turkish, and in the Gulf it is Persian that loans out to Arabic.
