And this idea would later be called an "Aircraft Carrier" - although the high winds at sea would make a dirigible rather impractical. You can't just stow it below decks like a plane or helicopter.
Perhaps that's why they didn't do it -

While I'm not an expert on T.A. Edison's personal finances, I do that there's a huge difference between "income" and "Net Worth".
It may be that Edison was just experiencing a temporary downturn in cash flow.
I know that at the time of his death he owned several very nice homes that still exist as museums. I'm sure if he was broke they would have been sold -

I can see this as useful in Architecture for quick sketch models of surrounding buildings in a site plan to get an idea what the proposed structure will look like in context.
Those models don't have to be precise.

So - it's not entrapment, just surveillance.
Of course, it's not actually a sting operation, either. Just driving through a park looking for horny people.

Forget about the Nexus stuff, what got me about the film is the cops brought Deckard out of retirement because he was supposedly an expert - they needed "the old bladerunner magic" - and then spent five minutes explaining to him what a replicant is.

Seems pretty easy to me, if you come during the middle of the day Saturday or Sunday, expect it to be crowded.
