I think you will find that these are anti-prostitution measures. For the first sign I'm guessing they mean "non-guests" as opposed to people form outside the country. In a country with Thailand's reputation if a foreigner takes a Thai to their hotel room it will usually be for one thing only.

I went hill-trekking in Thailand last summer, our party all slept in one dormitory in the hill villages, but our local guide had to sleep in another room. I don't know if this was because of Thai Tourist Police rules, or just the tour company covering itself.

I also live in Fareham, and you're right, the shopping centre is nothing to get excited about. Maybe it is a cover for something sinister - that may be why security is so tight :-)
