This is by Disney Legend, artist and imagineer extra-ordiniare Herb Ryman.
Not only did he do the design and concept art for EPCOT, he designed every Disney castle from Sleeping Beauty at Disneyland right up to Disneyland Paris.

I've read rumors that the Disney theme parks will soon be doing away with biometric scanners anyway.
But you're absolutely right about them training us to accept that sort of scanning. I remember reading that Disney's use of the biometric scanners has been part of a program to see how well the public accepts them.

I hope these police never visit Disneyland or Walt Disney World. They'll have to arrest everyone in the light parade.

The result was similar to this video.
I think the only conclusion you can draw is that people who would normally appreciate art of this caliber are just too into their own headspace as they go to and from work to even take a few moments to exist outside that space. I think it says more about how we're living our lives then art.
