There were not 100-odd viewers and 2000-odd non-viewers, because they do not account for people who pass the spot multiple times. It seems likely that a significant proportion of the passersby were commuters or locals passing 4 times (or more) over a 48-hour period. It's much less meaningful that someone who stopped once didn't stop again.
