Can you show me where this "larger truth" is? It's an advertising company. Where is this edgy provactive content they've refused? It feels like you're attributing much more to some evil conspiracy then just folks who post bills and expect payment. Like any other business they can choose who they want to do business with, but what at all about them makes them so sinister?
If you had anything about somebody trying to get on the billboard, sure, but as it is you didn't support your first statement.

@ #25 License Farm: It's an electronic billboard, I have them in my city, do you? The point of it being electronic is that they can rotate frequently or slowly through different ads. Notice this picture was also taken at night -- it could be 3am for all we know. Based on rotation -- the length and frequency of time the ad is being displayed -- surely that could put a discount on the price.
If what the comments say above are accurate, maybe this guy/girl/it has been trying to move this meme for some time. If it's several hundred to a thousand or two for a decent campaign to generate buzz like this -- well, sure, of course I think he could afford it.
Sometimes the answer is much more simple and obvious then we want it to be! :)

I just want to meek out a comment here and say I am pretty impressed by the humility of letting a contrary opinion (#28 the finest example) survive without being disemvoweled like I've seen in the past. It gives hope that there can actually be discussion here and not just a one way cult of personality. Thank you!

The thing about disemvoweling is that, much like a 'first post!', you have to rush to be there first to see the post before it loses its vowels. Now, personally, losing the constants would work more effectively than vowels IMO, but hey, to each his or her own!

Put yourself in the airport worker’s shoes.
Girl with some "weird board" attached to her chest with some sort of bulge, blinking lights, some kind of... what is that... putty? explosive? stuff on her and her hands, asks about a flight, then doesn't respond to a "WTF is that on your chest?"
I'm no republican bed wetter. There are still things you don't fuckin' do in a crowded theater. Like yelling fire.
As much as we keyboard warriors want to demonize "the bureaucratic security institution", WE, the keyboard elite, are just as much to blame when we do nothing but pigeonhole them when they do nothing and harangue them when they attempt to do what they have trained for. It's so easy to Monday morning quarterback it and say "HAW HAW! You goons! It was a nerd, not a terrorist!", but how are they going to know that pre-investigating? They are not omniscient. They are risking their lives every day in an attempt to save lives.
Bah. I'm not usually "RAH RAH The System", but I have met the people busting their ass to save the rest of us. For every power hungry pig, there are fifteen boy scouts that want to put their life down to protect others. I just wish we could keep this in some sort of perspective...

The police officers initially refusing to give badge numbers, the employee seemingly being unaccountable to any management, are the only two troubling incidents of this story.
He got to the airport later than the advised time, and as such tried to jump the security line because he was going to miss his flight. If they had the ability to help him and he had met a nicer security employee, maybe he could have gotten a break. But that was all he was hoping for -- a break. He did not arrive at the recommended time, and thus the whole rigmarole. I have to fly often for business -- it sucks having to pad time for bureaucracy, but if you want to get on your flight, you gotta play that game. The system isn't suddenly going to optimize because smart people know how to do things faster.
Did he get hosed by the GAT guard? Yes. Was it fair to be berated? No. Was it his right to jump the line because he was late? No.
