I think the attitude of "Clean up your mess" and be publicly shamed while doing it is probably the best deterrent. I doubt this punk will ever spray anything he can´t really claim.
Now, how do we put this in action on a corporate level? Can you picture the CEO of Exxon cleaning up a spill? Or GW-bush in Irak? Mmhh, this could turn into a photoshop-friday project!

I agree with #51, except I don´t drive an accord (and a V6 is never needed in Santiago, Chile).

Gas prices here are close to $6 a gallon, which means that most cars are NOT from the US. In this sense, you see very old Hondas making their way through traffic and passing all emission control tests (which are stringent because the mountains around the city give us a bad air circulation).

Public transit? Just Google "Transantiago" (AKA transfiasco, transdisaster).

I think we are dealing with a lone individual inside the TSA. Might be a bureaucrat, but only recently appointed, so (s)he can tell higher echelons about these random arbitrarinesses and get something done. What is amazing is that a better service is obtained in a few key-strokes than all letter writing and newspaper articles have achieved before!

Pizza survey should translate into a pizza suggestion page¡ So,

If you come by Montreal, you MUST try Amelios Pizza, particularly their white (5 cheese pizza). Amazing just does not cover it.
Amelios is at Saint Famille corner with Milton (not far from McGill University).

If you go to Santiago, Chile. The must-try is Pizzería Roma, at the corner of Larrain and Paula Jaraquemada (West by the Plaza Egaña Metro station).
