Not sure about X-raying, but there are labs in a variety of countries that can section and analyse microelectronic circuits to determine the device's construction and functionality.
This technique can be used to identify chips which have had their part numbers removed as an IP protection scheme. I presume it would also be possible to discover any malicious circuitry, as is the task of the contractors mentioned in the article.
