@#2: As an Oregonian (and a state employee, in fact) I think it’s perfectly appropriate to write “Oregon” in the headline. After all, the legislative counsel is acting on behalf of all Oregonians. If Oregonians don’t want to be associated with this asinine activity on the part of the legislative counsel, they need to contact their representatives in the legislature.
